- “India & the Arms trade Treaty” would be of particular interest to all those interested in the issues pertaining to the unregulated international arms trade. The author starts with giving the background of India & the Arms Trade Treaty in a simple language and appreciates India's positive involvement in the past to support initiatives to control arms. However the author is concerned with India's departure in the recent years from the earlier emphasis on disarmament stating India's latest military spending. Throughout the book the author gives interesting data to support her arguments making the writing authentic. The author emphasizes in this chapter that an ATT (Arms Trade Treaty) will not end arms production or trade for India but only enforce good practice by all countries.
- The next chapter deals with the weaponisation of Indian society through illicit arms proliferation, production & trade. Author discusses the various links especially in the buying & selling of second & third hand Weapons which is totally unregulated. The Indian states affected by this have been discussed threadbare. Sufficient light is also thrown on the effect of the problem on the ongoing Naxalite movement in the country. The current Indian laws in place on the subject have been analyzed thereafter.
- The third chapter deals with India's conventional arms acquisitions, domestic production, imports & exports analyzing the trends in all the above aspects with assessments.
- The fourth, fifth, sixth & seventh chapters deals with the Maoist violence, Northeast India, J & K & the NCR and also emphasis's on illicit arms proliferation that feeds the insurgency there. The author has done adequate research on the sources providing arms, the various arms trade routes followed by the insurgents and the various parties involved. The author is particularly concerned with the negative impact on women & children.
- The eighth chapter deals with the India's small arms legislation stating its evolution with an interesting historical background with a conclusion that laws are sufficient & the only thing lacking is its implementation. The author also suggests certain minor modifications.
- In the ninth chapter the author deals with the ATT and the way forward. The author argues in an interesting manner how the treaty is beneficial to India in more than one way and how the Indian apprehensions are not justified. It deals with all the Indian concerns, clearing misunderstandings regarding correct interpretation of the ATT.
- The tenth & eleventh chapters deal with the legal basis & implications for an ATT with respect to UN resolution, the global principals and the foundation in international law. Here the author has tried to explain the legal basis & global principals including Article 51 of the UN charter, the six Global Principles as set out by various NGO's & other nuances of the ATT.
- The twelfth & thirteenth chapter deals with working with the grassroots wherein the initiatives & views of associations like SASANET, CAFI & Manipur Women Gun Survivors Network have been discussed who have been organizing people's consultations in important cities of the country. The chapter also deals with testimonies & case studies of persons who have been victims of gun violence.
- The last chapter deals with role of parliamentarians who have been very vocal about the irresponsible spread of weapons causing great suffering in the society.
